One suggestion would be for them to fully charge, then run a full battery bench, so we could see the actual exact behaviour, as well as what voltage is being treated as 40%, and so on.

This is the WPS I am currently using.  The only change I made was to the time display in AM/PM instead of 24hr.

I'm afraid I'm not going to try to check a WPS when using one with a % readout is possible.  However as Llorean suggested, a proper battery bench would be a much better and more reliable way of diagnosing this.
