I know that Rockbox can play NSF and SID files, but is there going to be support for RSN files so that the whole SNES soundtrack for one game can be in one file rather than individual SPC files?

Rockbox is unlikely to ever have RAR support, the license terms aren't well thought of.

Still, feature requests should go on the tracker.

That's nice, but from their FAQ:
