makng a new iconset?

ok, I am trying to make a new iconset 12 x 12 x 16. is there any easy way to make them rather than just placing them, like a program or something?

I would use imagemagick (http://www.imagemagick.org/) with command:
convert file1.bmp file2.bmp [etc.] -append output.bmp
Assuming that you have all your images already in 12x12.

You can probably achieve this with script in photoshop and GIMP (? not so sure since I never use it). There are probably some little software out there that specifically does this job as well, though I don't know any one in particular.

just use GIMP..

make an empty image 12x384.
file > open as layer > select all icons...
then you have a separate layer for each icon
now e.g. move them to the right position, modify them etc...
