This is not the right path.  The theme .cfg files should be in /.rockbox/themes.  If they are actually in a directory called /files/rockbox/themes or even /rockbox/themes, then you have not extracted them properly.

Note that the leading dot in the /.rockbox directory (which you have omitted) is important.

Anotherway would be to use the Rockbox Utillity (rbutil), you can find it in the Wiki.

This Tool can install Themes from rockbox-themes.org with a few clicks.. :-)
