Version numbers do not always work the same as real numbers. Either one of those could be the newer version.
It's possibly you should read that as "Main version 1, sub-version 0, edition 2, revision 31" and "revision 165" or some other crazy scheme. People write version numbers in strange ways.
Either way, the instructions should be followed with exactly the files linked.
