How to run test_codec plugin after FS #5464 acceptance?

Prior to the recent FS #5464 commit I would just add a line to apps/plugins/SOURCES to include test_codec.c and run it on whatever file I saw fit. Now I can not get it to show up in the "open with..." menu.
I looked in the CATEGORIES file and saw that test_codec was associated with the viewer category instead of the test category. I presume this is correct. (viewers are hidden from the plugin menu? They show up in the "open with..." screen? Is that the behavior?)
I am not a developer nor am I C savvy. What do I need to do is to get the test_codec plugin working from the "open with..." screen for supported filetypes at least. Since it's not included by default it would be fine if it always showed up in the "open with.." screen.
I've tried a bunch of different things involving lines in apps/plugins/SOURCES, apps/plugins/CATEGORIES and apps/plugins/viewers.config but I can't seem to get it to work.
Please provide some instruction.
Just FYI: I'm building with cygwin under win32 (XP-Pro) in case that matters.

I think the viewer plugins are meant to be hidden from the main plugin menu. It would be a wee bit pointless to put them back in there if they're viewers, anyway.
I'm going to look at the source again later and see what's up.
