creating a voice file problem

If any Cygwin users want to have a go at creating a voice file using SAPI5 voices (e.g. Microsoft Mary and her friends) then the patch at http://www.rockbox.org/tracker/task/7560 works for me.

It could benefit from a bit of testing - if you have problems, please post them on Flyspray though (not in the forum).

Allow me to take the opportunity to say that if there are people who can build voices on Windows on a daily basis, I'll be willing to arrange for us to host them on rockbox.org so that we can offer them for everyone...

I'm already building and providing voices built on Linux like this.
