Is there some way to get an older build (maybe prior to June) so that I can see if that helps?
Also where would I find a new hard drive if it comes to that?

For compiling I would recommend the VMWare image:
VMwareDevelopmentPlatform.
This will allow you to check out any revision of the source code that you want to test and compile your own build. Narrowing down when this problem started helps the developers out a lot.
You can also find daily builds for the X5 here that go back about a month: http://www.rockbox.org/dl.cgi?bin=iaudiox5. But this only will give coarse grained information regarding which source code revision may have spawned this problem.

This rather reads like hardware issue(s). There are no problems with sound in current builds on my M5 which uses almost the same hardware and I talked today to someone with an X5 and he didn't mention anything like this. It would be better to investigate more before filing a bug report - older builds and different formats because the title is explicitely referring to mp3s.
Older builds (up to 1 month) are availble from http://www.rockbox.org/dl.cgi?bin=iaudiox5 for even older ones you would need to compile your own.

Thanks for the input, pixelma! That does seem to indicate hardware related issues -- i.e. this problem apparently only exists for a small number of X5 users.

Just had another idea:
It would be interesting to find out if it's a plain hardware issue (something is broken in the player) or a combination of software and hardware (something's changed in Rockbox and only a few units with possibly slightly different internals are affected - like the problem with some Nanos).
In my eyes a good test would be to put the original firmware back on and see if everything's alright with playing mp3s there. Unfortunately it isn't as easy as to boot into the original firmware and back but the install process isn't that hard either.
