Wouldn't a package like structure be good for storing the small files of the rockbox dir? Currently the 628 files of the IHP120 firmware has 3.5M but takes 42.5M to store on a 32k clustered partition. Is it so necessary to store everyting so separately in small files?
Sure it's not a big deal but with bigger files (correctly with higher cluster filling) e.g. the file read speed would fasten a lot so the loading/working of the op especially.

Most of those files are just in WPSes though, so they don't get loaded anyway. I think if you trimmed down your install to just the stuff thats actually loaded, you'd get the file size down much smaller.

I believe linuxstb even has a patch in the tracker (which is unfinished) which he started to get WPSs and Themes to be able to be loaded from tarballs.
