You are aware that the command prompt is not the same thing as DOS, right? Windows 95, 98, and ME are DOS based, while the later Windows versions are the "NT" versions of Windows. Feel free to research further at Wikipedia.

But several people have found that Ipodpatcher will not run on the DOS based versions of Windows, and I believe it's not expected to in the first place.
