I understand that the site is getting a new IP address today, but when can we expect to have access to it again? The forums is the only page i have been able to navigate to.

You can access both download.rockbox.org and the forums because they are completely different servers.

I would give it up to a day for dns changes to propagate, maybe more depending on ISP?
It only started this afternoon, so give it some time!
