how to change the WPS file to show 12 hour clock and date properly?

when I change a theme it doesn't show the hour/date properly,and it sometimes show hour in 24 format,so how to change those tags to show the hour in 12 hour format and to display the date properly.

Llorean I already went there but I messed the wps files  :D all the themes in need to be updated to work under the new updates of the wps tags

If what's in there doesn't help you, then you're either doing something wrong or you've found something new.  Either way, we need as many details as you can get.  What WPS are you using? What does the code look like both before and after you make the change?  What displays both before and after you make the change?
