It is included. Read the manual and http://www.rockbox.org/twiki/bin/view/Main/PluginMpegplayer, and plase don't use all caps.

Read the page that he linked. Look for the word Download in somewhat big letters.

No. Nobody who wants it has done it, and there's not really a very strong reason to.
