Hello, I recently put Rockbox onto my e280R. It works fine, but the LCD screen glitch is there (top line of pixels is screwed up). Is there a way to fix this?

I have the same issue, but after sometime of playing a few songs that line issue disappears.

The fix should be to simply use a bootloader (mi4, not ROM) compiled from SVN.

I downloaded this one (http://download.rockbox.org/bootloader/sandisk-sansa/e200R/pp5022.mi4); is there another I should use?

"compiled from SVN" as in "you'll have to compile it yourself"
The prebuilt binaries currently available don't have the fix in them, as far as I know.

Will there be an updated BL posted soon for those of us who don't compile?

They'll be posted at some point. It all depends on your definition of "soon" though as to whether the actual answer to your question is "yes" or not.
