Ah, I see your problem.
If you notice, the command prompt that you're typing things in at is:
C:\Documents and Settings\Owner>
What that means is "You're on the C drive, in the Owner folder, which is in the Documents and Settings folder."
Your bootloader-video.bin file is wherever you downloaded it to (someplace other than that folder.) The very simplest thing right now would be to download it again, and make sure to save it in C:\Documents and Settings\Owner, then once you do that, try that step again.
