Download error: received HTTP error 404.

Try again a bit later. 404 means file not found, and this could happen by a mirror being out of sync.

Needed to run it as "root".  Otherwise, 404 error.

No. Wrong.

Unless you configured your network to only allow access from root users (which wouldn't make any sense IMO). Bootloader installation requires root access, downloading the bootloader file doesn't.

(I'm running Rockbox Utility as user almost all the time and it works fine.)
